Industry Vertical

Gaming compliance experience spanning regulation, platform development, operator systems, and public-company audit and compliance oversight.

BCA’s gaming compliance work draws on direct experience with casino systems, game and wallet development, regulatory standards, operator technology, and public-company audit and compliance oversight. We connect written requirements to the controls, records, software, and operating decisions that regulators and business partners review.

Our gaming compliance practice is organized into seven service areas, plus dedicated verticals for Managed AMOE processing, daily fantasy sports, and skill-based gaming. Click any heading below for the full description, or scroll the page.

01. Regulatory Compliance Frameworks

Policies and Controls That Hold Up Under Examination

We design AML/CFT, KYC, responsible-gaming, and internal-control frameworks that are clear enough for external review and practical enough for day-to-day operations. Our regulatory and operator experience helps us focus on the control language, evidence, and operating details that reviewers examine.

  • AML policy design and implementation
  • KYC policy and system design
  • Responsible gaming policy development
  • Terms of Use and Terms of Service (compliance-aligned, business-focused)
  • Internal controls design and documentation
  • Technical documentation and readiness support for control reviews

Ongoing AML/CFT and Compliance Officer Support

An AML/CFT policy is only one part of an operating program. BCA provides policy maintenance, reporting support, technical readiness reviews, and named compliance officer service under a monthly retainer. Responsibilities, hours, and the engagement structure are defined around the operator’s actual needs.

Managed AMOE Service

Weekly AMOE Mail Processing for Sweepstakes Operators

BCA provides managed Alternate Method of Entry processing for sweepstakes operators. The basic service collects operator-addressed mail each week, scans each envelope and submission, uses optical character recognition (OCR) to record the agreed information, prepares a comma-separated values (CSV) file with scan-to-row references and problem-mail notes, and sends the package securely to the operator. Entry-number handling, email or text notices, rules-based review, and connections to the operator’s system require a separate agreement.

02. Technical Compliance & Certification

Prepare Platform Technology for Independent Test Lab Review

We have managed gaming software certification work with independent test labs, including GLI and BMM, in multiple jurisdictions, and we have developed and enforced technology standards in a regulatory role. We help operators document and test platforms, geolocation systems, payment integrations, and KYC and AML/CFT controls against the requirements an independent lab or regulator will review.

  • Technology certification planning and independent-lab coordination
  • Geolocation control and test-readiness review
  • Payment-system and wallet compliance readiness review
  • System architecture review for compliance alignment
  • Integration guidance for KYC, AML, and fraud prevention tools

03. Auditing, Testing, and Verification

Identify Compliance Gaps Before Examination

BCA conducts independent compliance audits only when BCA did not design or operate the function being tested. In other engagements, we provide a readiness review or coordinate with an independent reviewer. Our gap analysis connects each finding to evidence, ownership, and practical remediation instead of a generic checklist.

  • Independent audits where BCA did not design or operate the tested function
  • Technical control and readiness reviews
  • Gap analysis and remediation planning
  • Ongoing compliance monitoring frameworks

04. Payments, Wallets, and Financial Flows

Document Funds Flows for Banks, Payment Providers, and Regulators

Banks, payment providers, and regulators need a clear account of how funds enter, move through, and leave the platform. We help document the flow, review wallet architecture and funds accounting, and define the transaction-monitoring controls needed for onboarding and compliance review.

  • Flow of funds design and diagramming for compliance and banking review
  • Wallet structure and funds accounting validation
  • Payment provider readiness and compliance alignment
  • Transaction monitoring strategy (AML support layer)

05. Operational & Business Compliance Support

Align Compliance With Business Operations

Cross-border operations, affiliate marketing, and platform decisions can change the operator’s compliance obligations and risk. We help teams identify those effects early, assign responsibility, and build the requirements into operating plans.

  • Contract review from a business and compliance perspective
  • Cross-border compliance strategy and jurisdictional risk alignment
  • Affiliate marketing compliance strategy (risk and structure guidance)
  • Platform operational compliance design

06. Ecosystem & Partner Enablement

Select and Onboard Specialized Providers

BCA helps operators evaluate payment providers, game suppliers, and compliance-tool vendors against the platform’s stage, jurisdiction, and operating model. We can structure introductions and onboarding so responsibilities and technical requirements are clear from the start.

  • Payment provider referrals and onboarding guidance
  • Game provider referrals aligned with compliance expectations
  • Vendor selection support for KYC, AML, geolocation, and fraud tools

07. Reporting & Documentation

Build Documents for Each Stakeholder

Banks, payment providers, regulators, and internal teams may need different records from the same compliance program. We organize the material for each review, from a bank-onboarding packet to a policy, procedure, evidence, and reporting library.

  • Compliance documentation packages for banks, payment providers, and partners
  • Audit reports and certification summaries
  • Policy and procedure documentation for internal and external stakeholders

Partner Network

Coordinate Independent Attorneys and Specialized Providers

Gaming compliance may require independent legal counsel, licensed professionals, payment providers, certification labs, and specialized technology vendors. BCA helps define the need, organize the handoff, and keep the operational work aligned. Each outside provider works under its own engagement and remains responsible for its licensed or specialized services.

Independent legal, payments, lab, and technology providers are introduced during scoping when their services fit the operator’s jurisdiction, platform, and compliance model.

Preparing for Payment Processor or Sponsor Bank Onboarding?

Payment gateways, merchant acquirers, and sponsor banks require sweepstakes, skill-based, and gaming operators to demonstrate bank-accepted AML/CIP policies, designated contract compliance officers, and independent 3rd-party AMOE verification before approving payment processing accounts. BCA prepares your operational compliance stack for processor review.
